TERM OF REFERENCEEnd Evaluation Community Managed Early Childhood Care & Development ProjectPlan International Indonesia; March, 2017 1. BackgroundPlan International Indonesia is an independent child rights and humanitarian organization committed to children living a life free of poverty, violence and injustice. We have been building powerful partnerships for children for more than 75 years, and are now active in more than 70 countries. In Indonesia, Plan International has been working since 1969 and currently works in 7 provinces and sponsors more than 40,000 2011, Plan International Indonesia has implemented the Community Managed-Early Childhood Care and Development Project CM-ECCD with funding from the Australian Government through the Plan International Australia National Office. Starting in two districts, Sikka and Lembata, the project then extended to Timor Tengah Utara District in 2013 and since 2014 has further extended to Timor Tengah Selatan and Nagekeo district. The most recent phase of the project FY16 to FY17 has focused on two outcomes which are integrated parenting activities and advocacy at district and national level. The Plan Indonesia CM-ECCD project seeks to prove that 100% of disadvantaged children aged birth-8 years in targeted high poverty communities can achieve child wellbeing indicators through effective and quality community-managed early childhood supports. The approach must be appropriate for rural early childhood center settings; user friendly for communities in Indonesia; and implementable through the Posyandu community-run health centres available in every village and other existing programs. In this way, Plan intends to contribute to the goals of the Government of Indonesia to improve Holistic Integrative Early Childhood Development outcomes PAUD HI.2 AimThe aim of the end evaluation is to review the CM-ECCD project of Plan Indonesia, to establish the extent to which the project has met/or did not meet its set objectives as outlined above and in the Phase II project design and to understand how the project has contributed to change for children, families/caregivers, Plan and partners and government. The key areas of inquiry are the Plan parenting program and the advocacy/influence agenda of Plan Indonesia, related to the external policy environment for ECCD and parenting in the country. The advancements that Plan Indonesia has made in terms of government engagement and advocacy, and challenges faced, are of particular interest and should be explored in depth, including through development of a case study that can be shared externally. It is intended that the overall evaluation will be used as an evidence base for both successes and challenges of the project, and will help provide a blueprint for further scale up and replication. Aligned with the new Plan global strategy, it is also important to analyse to what extent the project has been or could be gender transformative. 2. objectives and the key questionsThe objectives of the evaluation are as followsa. Identification of early childhood parenting situation, this requires information on Child development status cognitive, language, social/emotional based on Child Well-being Index priority indicators of Plan Indonesia; Parenting status and Identification of enablers and barriers, especially for increasing quality of parenting activities; Effectiveness, relevance and impact of the parenting project interventions; Issues of equality, inclusion, participation and non-discrimination, particularly in regards gender and disability Advocacy To evaluate the effectiveness, relevance and impact of the advocacy efforts and their contribution to improving the external environment for children birth-8 policy at district and village level that supports Holistic Integrated ECCD; what programs have been conducted by partner/communities regarding Holistic Integrated ECCD; identification of enablers and barriers, especially for increasing access and quality of Sustainability, Scaling Up and Replication To understand the sustainability aspects not just activities but of impact as well, including what elements of the project need to develop further to enhance sustainability and to identify the challenges of sustainability, if any; To include specific recommendations on scaling up and replication. The evaluation design should refer to the Community Managed ECCD Project outcomes as per project designs for Phase I and II, with a focus on parenting and advocacy. To assist the study team, key questions will be built around the following aspects1. Effectiveness a.To what extent were the project objectives achieved/are likely to be achieved? What are the main factors barriers and enablers faced in the implementation of the project and influencing achievement/non achievement of the objectives? b. How well has the internal monitoring system contributed to a process of continuous learning and adaptation during project implementation?; c. How do the activities at district, provincial and national levels impact on the village level? formation of HI ECCD taskforces at district level or District Regulations about HI ECCD; d. How does the effectiveness of project partners or stakeholders contribute to the project achievement? ; e. How effective have parent education and awareness raising activities on ECCD and child development been what has been the impact/value of Plan’s parenting approach? Has Plan parenting bought about behavior change and parenting empowerment, particularly women’s empowerment and father engagement? ; f. How effective has the advocacy/influence agenda of Plan Indonesia been in changing the external policy and budgetary environment for ECCD and parenting in the country?; g. To what extent have standard guidelines for HI-ECCD been adopted and influenced policy, practice and budget allocation at village and district level? In what way? Are there accountability and transparency measures in place?; h. What programs have been conducted by partners/communities regarding HI-ECCD, under influence from Plan?2. Relevance a. Do the objectives and goals of the project match with the problems or needs being addressed? ; b. How appropriate was the original project design for achieving the results expected? did the project logic lead to the desired changes?; c. Was the implementation strategy of the project able to adapt and respond to changes in the quality of parenting activities and raising awareness of related stakeholders? Why/why not? How well? d. Efficiency Are the resources invested financial and human justified by the achieved outcomes?4. Impact a. To what extent has the project improved parents/caregivers quality of parenting KAP? ; b. What are the key outcomes for girls and boys related to healthy and strong; happy and smart; safe and protected? as per Child Wellbeing priority indicators; c. What has been the impact of community actions for child wellbeing?; d. Do the beneficiaries take lessons learnt from the project implementation? Do they feel satisfied with it?; e. To what extent has Plan integrated program implementation and coordination within the structure of local government administration?; f. To what extent have local/district regulations for ECCD been enacted in Plan target areas? What impact has the project had on village and district level ECCD provision? Can this be attributed to Plan’s advocacy agenda?; g; How successful has Plan been in building people’s/local government awareness about the importance and advantage of the parenting program and HI-ECCD?; h. What is the evidence re budgetary, policy, human resource allocation etc.?5. Equality and Non-discrimination a. To what extent has the project impacted the knowledge, Attitude, Practice KAP of beneficiaries related to Plan’s gender house analysis which consist of four fundamental analysis, which are Social Relations of Gender, Gender and Power, Accountability, Gender-based child rights violations, Sustainability? Do ECCD taskforces promote gender equality are there female task force leaders, to what extent do they reflect on and engage with gender dimensions of ECCD? Are national standard guidelines for HI-ECD gender aware or gender transformative?; b. What needs to change to contribute to greater gender equality outcomes and gender transformative potential? 6. Sustainability and Scaling up a. To what extent could the project achievements be sustained? What were the major factors which might influence the achievement or non-achievement of sustainability of the project?; b. How have changes been institutionalized at different levels?; c. Is there any possibility of project method or lesson learnt being continued by government at macro and micro level for development of a program specific for parenting activity?; d. Do government partners feel ownership of the project especially re parenting and operationalizing HI-ECCD?; e. Is there any possibility of project method or lesson learnt being replicated or scaled up by other institutions? ; f. What is the level of involvement of representatives of the Ministries of Health and Education, the National Family Planning Board and other relevant government agencies in targeted province/s?; g. How well has Plan established and operationalized relevant government partnerships? 3. Methodologies to be used in the data collection and analysis; and for discussion with stakeholdersThe evaluation will apply combined qualitative and quantitative approach through secondary and primary data collection. Gender-sensitive approach is compulsory in all stage of the studies. Alternative of methods are in-depth interview, closed questionnaire, and FGDs with various stakeholders on district, provincial levels and national level, community groups, representatives of business and academic, etc. Capturing the voice of children in child friendly ways, and also women, is compulsory. Applicants should outline in more detail the methodology, including response to key questions outlined above and any other proposed key research studies- Up to 3 case studies should be collected that reflect on change as a result of the project. This should include a detailed case study on the integration of Plan’s parenting program with that of the government, the process, challenges, lessons learnt and way forward etc. – with a view to also making this case study relevant for other Plan ECCD projects. This case study should also reflect on how successful Plan’s advocacy/influence agenda has been or can be on improving child wellbeing. Plan International IndonesiaYouth Economic Empowerment YEE ProjectKIAT MUDA projectTerm of Reference Baseline Study, Labour Market Study and Private Sector EngagementOctober 2016 Background Plan International is an independent child rights and humanitarian organisation committed to children living a life free of poverty, violence and injustice. Plan’s vision is a world in which all children realize their full potential in societies that respect people’s rights and dignity. Plan International Indonesia will conduct 18 months the KIAT MUDA ICT project to train 240 hours 110 disadvantaged youth, out of school young women through the criteria; poor, have good willingness to received vocational training, unemployed, school dropouts, migrants, living disabilities, working in the informal sector with low wages, aged 18-29 years old, at least 70% of whom will be women, in market-driven IT and employability skills in partnership and close collaboration with the Bekasi Vocational Training Center CEVEST/BLK, the Indonesian Government specifically the Ministry of Manpower and Transmigration, and various local and multi-national companies. At least 70% of trainees are expected to be placed in full-time IT-related jobs within 3 months of graduation, earning at least minimum wage approximately USD 230 per month. Typical entry-level jobs will include IT support, network administration, and website maintenance and development positions with local SMEs, national or multinational companies, including larger companies such as Panasonic, Jawa Indah Casting, Kimia Farma, and EPSON, and smaller companies drawn from the Jabodetabek and Cikarang Industrial Parks. The project funded by JPMC foundation. At the beginning of KIAT MUDA Project, Plan Indonesia need to conduct a baseline study and labour market studies and private engagement and Mapping IT skills. Those studies are conducted in order to analyses supplies and demands of labour market situation in IT sector. The studies will give recomendation of action to support the project strategies, framework and intervention, it will help YEE team and CEVEST team in implementing KIAT MUDA project. Objectives and expected output of baseline study and research Objectives of the study The overall goal is to assess the youth employment situation in District and City of Bekasi, in particular for IT-related jobs. The study consists of baseline study and market demand study. The studies must apply gender lenses. Scope of studyThe intended study will cover three main areas which are detailed as follow. Consultant is expected to elaborate more detail on what should be covered under each scope of study by detailing the research questions, component of analysis and detail proposed study method. Baseline study to analyze what is the youth situation employment in Distric and City of baseline survey is to provide description of youth situation analysis to get a comprehensice picture of female and male youth unemployment situation in District and City of Bekasi, applying gender lenses as basis of analysis. This includes the study and analysis on geographic and demographic profiles of District and City of Bekasi. The study has to provide benchmark that will be used for evaluating the project and provide recommendations of action to support the project strategies, framework and intervension. Assessment and Mapping on Center for Vocational and Extention Service Training CEVEST BEKASIThe assessment and mapping will provide information on updated situation of IT/ICT department in CEVEST Bekasi, covering the module/manual used for training, number of trainer, trainer competency and capacity, training infrastructure, training management, budgeting, recruitment of participant, training and placement activity, collaboration with private sector, assessment will provide recommendation for IT/ICT module review and development, upgrading the skills of instructor to meet market demand and to support project intervention in CEVEST Bekasi. Labour Market Study and private sector engagement [100 companies]The study has to apply gender lenses. The study aims to provide information in regards to supply and demand and emerging trends of labour market situation, in particular for IT/ICT related work. The study needs to identify the demand for types of labour and skills derived from the need of the private sectors to produce goods and services. Firms choose their staffing levels according to a number of factors, including the cost of labour; the productivity of the workforce; the current and anticipated level of production; and the price that the firm can command for its output.[1] Job opportunities arise when firms expand their operations and when firms replace employees who are leaving their jobs, such as retirees. It is also to define the number of IT/ICT related companies in Jakarta-Bogor-Tangerang-Bekasi, including Jababeka and Cikarang Industri Park, along with their characteristic of business, current employement opportunitiy curent most popular occupation requiring, range of salary, employment sector and employer demand education, skills requiring, other qualification, etc. for new entry level. The studies aim to give recommendations of action to support project strategies, framework and intervention especially on providing the market driven-based training, job placement and collaboration with private sector in the beginning of the projec. It will help YEE KIAT MUDA team in implementing projects in CEVEST Bekasi. Methodology The survey will apply combined qualitative and quantitative approach through secondary and primary data collection. Gender-sensitive approach is compulsary in all stage of the studies. Alternative of methods are in-depth interview, closed questionnaire, and FGDs with various stakeholders such as representatives of Business association KADIN and APINDO, IT / ICT companies association on district, provincial levels and natoonal level, community groups, representatives of business and academic, etc. Capturing the voice of young people, in particular women, is compulsory. Applicants should outline in more detail the methodology, including proposed key questions. Survey Team The consultant team should represent expertise in the areas of ICT business sector, gender, research, and government laws and policies. The team should establish strong coordination and communication with Plan Indonesia. The consultant have to follow Plan International’s survey standard and Child Protection Policy. Plan Indonesia is currently implementing its Country Strategy 4 CS 4 covering fiscal year 2018 to 2022, where the country purpose is in line with the global Plan International’s Purpose “to advance children rights and equality for girls”. This goal will be achieved by implementing quality programmes and projects as well as influencing decision makers and key stakeholders to make the required changes. From July 2022, Plan Indonesia starting to implement its country strategy 5 CS5 that cover fiscal year 2023-2027. Developing gender-responsive early action protocol for disasters associated with volcanic eruption through FPAR to increase advocacy and rights of older people project is built based on concerns on the lack of existing inclusive and meaningful participation of the elderly and people with disability in the humanitarian setting, especially in data collection and management, while they are the most at risk when disaster occurs. This project funded by ELRHA and will be implemented in period of April – December 2023 for Phase 3 by collaborating together, Plan, YEU and PPDK could complement our expertise and experience in innovative data collection, humanitarian response track records, and empowering the elderly and people with disability as well as other vulnerable populations. Plan International UK will be the lead of the project, with implementation in the project country led by YPII who will provide overall project coordination and technical support through-out project implementation. YEU will provide this support at district level in Klaten district. In providing action-oriented recommendations, Plan will also be responsible for financial and compliance management for the project including reporting functions, managing the data dashboard, data processing, and data security. In addition, Plan will also ensure the meaningful participation of the target population including that of children/young people with disability with support from PPDK. Advocacy to ensure the involvement of government stakeholders at the district level will be carried out by PPDK with support from YEU. YEU will also liaise with other OPD and OPA networks in Klaten and mobilise community volunteers in the project location area. Role purpose Project Finance Officer’s role is to provide timely, accurate financial information and ensure Grants expenditures are in line with FAD/donor requirements. The role’s support is to the Humanitarian and resilient Programs. Dimensions of the Role Report to the Senior Finance Coordinator HRP. Provide support services to project team in finance and administration tasks in day-to-day basis. Technically coordinate the work of financial management for the project partners and provide technical advices for financial management related issues facing project finance personnel. Abide by the Humanitarian Ethics and principles , including Core Humanitarian Standards, Do No Harm, and Code of Conduct, and committed to comply with Plan International’s Global Policy on Safeguarding Children and Young People. Accountabilities Financial Management Process and facilitates all payments or fund transfers for the project. Ensure that expenditures are authorized, approved, and supported by adequate documentation. Ensure that YPII funds are utilized and accounted for based on generally accepted accounting principles and YPII standards. Ensure that transactions are properly coded, and if applicable, expense allocations are properly made. Review and checks accuracy of payment requests against approved budget lines and docs completeness. Follows-up acquittal or liquidation of advances and ensures no advances are given unless the previous advance is acquitted/ liquidated. Undertake basic financial analysis budget variance to support project information needs. Work with Program Manager, Grants Accountant and appropriate CO staff and/relevant field staff in the development of forecast for projects. Ensure proper filing electronic and hard copy of grants financial reports are kept secure in field office and CO. Partner Management Coordinate financial support to the partners in preparing financial reports. Control advance liquidity of Partners and ensuring that daily accounting activities such as invoice payment processes including the maintenance of subsidiary ledgers for advances, deposit, instalment payments and withholding tax is in accordance with YPII’s financial and accounting system. File all partnership agreements/MOUs, reports and correspondence for the project/contract in soft and hard copy. Prepares regular forecasts of project budget utilization, and monitors the resource allocation and spending of the respective implementing partners. Financial monitoring as well as track Partners’ compliance requirement. Produces monthly financial report of partners’, which comprises of spend and fund transfer status, and discusses the same with budget holders to take corrective action if needed. Undertake timely partnership financial monitoring visit together with program staff and report on findings. Administration Make budget checks for requisitions, POs and vouchers. Ensures that YPII and donor procurement policies are implemented. . Maintain assets list under custody of YEE Program/Project staffs and prepare asset quarterly report as part of donor’s report. Maintain an up-to-date list of inventory of the project and support annual physical verification by checking the accuracy of records and location of property. Coordinates with PSO or Country Office the project office’s needs, and any issues and actions involving HR, Admin and logistics. Other Tasks Ensure appropriate financial controls processes, procedures and systems are in place and adhered to YPII, GOI and Donors regulation. Provide financial data during the fieldwork done by internal and external auditor for project under YEE Project. Maintenance of audit action list responses and tracking of follow up actions from Finance and Admin audits. Perform other related duties as requested by the supervisor or Program Manager.
